Decisions sit with the members
The General Assembly meets once a year. Each member association sends two delegates and casts one vote, whatever its size. The board carries out what the Assembly agrees; it does not decide for the members.
Committees do the work
Five standing committees seat one representative per association. They draft the technical handbook, the coaching syllabus, the ocean-safety standard and the calendar, then bring proposals back to the Assembly.
